Members of PARMLIB/IPLPARM in general can have alphanumeric suffixes that include decimal digits 0-9 and letters A-Z. The national characters @, #, and $ are problematical: some members allow them, some do not. It's not easy to tell from Init and Tuning which ones are which. I opened a PMR several years ago when a system refused to IPL with something like IEASYM0@, a naming convention we would use to indicate 'an old version' of a standard name. IBM's response was that PARMLIB naming conventions are left to the component that supports the member.
Unless you know otherwise for certain, it's best not to depend on the nationals at IPL time. . . Obviously LOAD%& cannot be used, because it is illegal member name. However LOAD## can be used IMHO (although I naver used so called national characeters in LOADxx).
