Sorry in advance.  I usually like to find this kind of answer by digging in 
manuals, but this week I don't have the time (went live with z/OS 1.7 a week 
ago).
 
I have a programmer that is FTPing from a PC app up to a USS(or whatever the 
current name is) directory on z/OS.  When the file gets created, it has its 
permission bits set to 775.  Of course, programmers being programmers, they 
want the bits to be 776 or 777.  Is there a way to tell USS that any new files 
created in this specific directory should have permission set to 777?
 
P.S.  z/OS 1.7 performing admirably but having "minor" problems with 3rd-party 
software that we thought we had all maintenance applied for.
