IBM is anomalous in this regard.
Most companies like to have their staff where they can 'keep an eye on them'.

The company I worked at, before out-sourcing, and the company I work at, now, 
didn't/don't believe you're working if you're not in the office.

IGS Canada encouraged people to work from home for one major reason.
The typical cost of a cube was $7,000 CDN per annum (in Toronto).
They would fund cable internet access, a printer, a cell, & a pager for a lot 
less than that!

There are insurance/liability issues, in Canada, with staff working from home.
