Thanks.  I guess the HMC level must have changed here from that
level because now there is a much better error message that had 
I seen it before would have known what to change.  It looks like
this now:

Unsupported HTTP protocol
You cannot log on.  Your browser is using the HTTP 1.0 protocol, but at
least the HTTP 1.1 protocol is required.  Please change your browser
settings to use HTTP 1.1 or migrate to a more current browser that uses the
HTTP 1.1 protocol. 

I still don't know if the desktop people broke this here when rolling
out something or the network / proxy group did (remember, they told
me I am not and should not even be going though a proxy to reach
the HMC since it is an internal address).
