For Skip, yes.  Used to be for us also.  But since our consolidation
we share IODFs between 5 sysplexes and some smaller monoplexes that
don't share catalogs.  So we have 5 IODFs cataloged in all environments
(we maintain them from one sysplex) and there is no pattern as to 
which one may get chosen to use next.  So we use "**".
