When you create the image profile for the Linux-only partitions, you get to specify the processor resources to which it has access on the "Processor" tab. You must choose between a) dedicated central processors, b) dedicated integrated facility for Linux, c) not dedicated central processors, and d) not dedicated integrated facility for Linux. Choose option 'd' if you want to share the IFL across multiple LPARs.
