Any data set can be allocated with zero tracks.  This is not
ordinarily useful for a real data set unless it has a secondary
allocation.

As to "model data set" vs. "Model DSCB," the distinction escapes me.
A DSCB is a record in the VTOC that is used to describe a data set.
When you specify DCB=dsname, you are requesting that the system copy
DCB attributes from data set DSNAME.  This is done by reading the
DSCB for DSNAME.
