There is also no excuse for not collecting SMF data from your sandbox
lpars. The T&Cs *do not* give you the leeway of making that

BTW: T&C's does not mention not-IPLed LPARs (note: inactive LPAR could
also mean LPAR which is not activated). So no requirement is someone's
assumption, isn't it ?
As to your "one lpar" comment, remember SCRT is not an lpar usage tool,
but a CEC usage tool, as Al pointed out. I collect for over 20 lpars and
SCRT runs quite fast the one time a month I run it.
Even single LPAR contains data about other LPARs capacity. AFAIK you can
run RMF reports covering all LPAR CPU usage.
