John, I do not believe that IKJEFTSR looks in ISPLLIB for a load module - IKJEFTSR is a TSO service - not ISPF.
If the only copy of D00YAAI is in an ISPLLIB dataset, then IKJEFTSR is not lying to you - it cannot find the load module using the normal module search order. Linklist or STEPLIB are the normal places for AUTHTSF modules - TSOLIB will probably work as well.
