If you still want to run pax via IKJEFT01, simply add a - sign at the end of the "oshell" line to tell TSO the command is continued on the next line.
Have a deeper look at the SYSTSPRT output of the failing job and you will recognize TSO treats each line as a separate command (there's a READY between those lines).
