Hopefully, someone else will either confirm or correct me, but it is (was)
my understanding that the TZ environment variable *ONLY* impacts C/C++
application code.  It does *NOT* impact the LE callable services for
obtaining (or impacted by) the timezone.  I *know* that it doesn't impact
the COBOL "current-date" intrinsic function information for timezones.

If the OP, only wanted to "impact" C/C++ programs, then this should be fine,
but if they actually want to use LE services, I don't think this will work.
