Tunnel vision.  Perhaps you (and a few others) don't understand
how absolutely I mean "single" and "global".  Will setting TZ
in LE parms suffice to control the local time offset used by
the TIME macro/SVC if that offset is not otherwise specified?
If not, it doesn't meet my intuitive understanding of "global".

I would be delighted to be told, "Yes, that also controls TIME, 
STCKCONV, etc."
