My question is then why did it ever matter?  Since there was no
lower-case needed for specific parms why not simply make JCL case
insensitive.  It certainly would've helped in those days of the 3270
AA/Aa button.

      What's the benefit?  With so much lower case required 
in JCL, now, there are too many people having to resubmit 
jobs because of JCL errors due to lower case elsewhere.  We 
can't just set SPF up for CAPS in our JCL libraries, anymore.
