I had supposed it was always that way; not a change. And I had supposed
the reason was that the specifier initially omitted the FOLD flag in
some subsystem control block, and there was subsequently no suitable
reserved space to add it.
I much trimmed the JCL RM citation without inserting an ellipsis --
I attributed without quoting. I believe I did not distort the
