I cannot answer your question specifically as I haven't played in this area 
since the 1970s when I found that DEBE would not run in MVS because DEBs were 
built in a different SUBPOOL.

I know you have indicated that you wish to bypass OPEN/CLOSE, but if you didn't 
the directory is easily readable with BSAM. This link contains an article and
