It depends.  Requirements submitted through SHARE have an optional field 
where a solution can be proposed.  IBM does not have to pay any attention
to the proposed solution, but if the author describes the solution he/she
needs rather than details of the implementation, this can help IBM.

A solution that solves the problem but doen't address the need is no
solution at all to the submitter of the Requirement.
