Do you know for a fact that they did so? It seems more plausible that
it *should* have existed, for reasons that you haven't taken into
account, e.g., toleration service.
In that case add it as port of the toleration service PTF Chain not
as a stand-alone PTF (ie: It only gets done as part of the toleration
service install).
