On the whole, it's easier for the vendor if a new product is designed
from the start to meet the requirements of SMP/E packaging and service
delivery.  The alternative is too likely that the developers confront
the SMP/E packaging specialist as the deadline approaches:  "Marketing
says we need our product SMP/E packaged.  Here are the PROCLIBs,
LOADLIBs, and MACLIBs ..."
