Not exactly.
IBM uses two terms: coexistence and fallback. The first means sharing,
the second means what you wrote above.

PTF level.

Not so. There is really no difference despite the use of two terms.
In z/OS Planning for Installation, topic 1.6.2, "Understanding
fallback," says, " Fallback and coexistence are alike in that the
PTFs that ensure coexistence are the same ones that ensure fallback."
