You should *never* bypass REQs. If there are REQs that are available but that you don't have, you should probably get them. Sometimes a PTF will
have a REQ that is not available.  In that case the PTF should not be
applied until the REQ is available.

You don't have to apply the REQs first. They can be applied at the same
time as the SYSMODs that REQ them.  As long as they are available at
APPLY time, SMP will handle it.

Maybe this might be a case of CSI segregation? ie DB2 in its own and IBM in another?
