I would ask:
WHY the h.ll they do VARY ... OFFLINE ?
probably because it is needed (is it ???)
Probably it is a part of repetitive procedure, not ad hoc action.
Probably the addresses are not changed frequently.

SO, let them start IEFBR14 procedure with proper COMMAND statement.

//STEP1 EXEC PGM=IEFBR14

the above is much less error prone.


Of course it is not a solution for "random requests", but let's be honest: who is the requestor, why the requestor don't do it himself ?
