Nice find! 

I cannot find that documented in the Auth Assembler Books - but found
the following on IBMLINK :

"The purpose of KEEPRGN is to allow the initiation of the address space
to allocate persistent storage prior to the creation of the main job
step task at full function start time."

Does ATTR=(...,KEEPRGN) on the ASCRE help? If so, perhaps you need that
- in more ways than one.
