There's a Red Book and II APAR, but can't find the numbers  handy. Depending 
on tape management system, create a new pool for Exchange  tapes. Then from 
3590 consol Insert Unlabeled. So if you get
C01558,C01559,C01560 you'll need a new range of tapes.
 
Otherwise if you have a few bad slots with empty tapes. Like  
400155,400160,400161. You could insert the C0 tapes as Unlabeled
in the 400155, 400160, and 400161 slots and call for them as 40xxxx  tapes.
