It does, in a truly grotesque fashion. It does a LOCATE, the searches
the TIOT for a ddname allocated to that volume or[1] for a ddname that
it can use to mount the volume. So try throwing in
//DD1 DD UNIT=SYSALLDA,VOL=REF=mypds,DISP=OLD

[1] With the demise of the 3330 and 3340, that's dead code.
