As of 1125 PDT 21 Sep, web page http://www-03.ibm.com/servers/s390/os390/bkserv/r10pdf/sdsf.html showed SC28-1622-04 still available for pdf download. The document search facility lists several others.
If you know it's not current, you probably know what replaced it. Why didn't you include that for the OP?
