This message is useless. Not only is it issued when the DUMPIN has *NOT* been 
cleared, in addition the STC/JOB/whatever ends with a RC0. There isn't even an 
indication that something went wrong. To top it off, IBM calls this 'normal' 
behaviour and declared the apar a USER ERROR (ow20466). I know because just 
this week we ran into exactly what was described in the apar - we had started 
an (unplanned) SMFDUMP from the wrong system in the sysplex. That job was a 
test to see if a new set of dump options works.
