We never discussed it. I suspect an ++APAR fix for an older release would require someone at that release to ask for it.
PTF availability is scheduled for January. I honestly don't know if the TSO/E group's standard policy is to always update all supported releases, or if they choose the minimum release on a case-by-case basis for each fix.
