Did this happen on your system or the customer's system? If the latter, 
ask if they have any product installed which might influence the program 
fetch order. Example - CA/PDSMAN has a feature called PFO (Program Fetch 
Optimization, or something to that effect), which, if not used correctly, 
can cause the symptoms you describe.
