The job purges some output not all of them.
If I keep on submiting the same purge again, it purges some of the outputs
again, then finally it stops purging the output even though there are still
some outputs are remaining in the queue.

Unlike JES3, which queues all commands until they can be processed or
suspends the command issuer until command queuing space becomes
available, JES2 simply "throws away" commands it cannot handle at the
moment.
You set the JES2 command buffer limit via CONDEF CMDNUM=. Set a high
number. But, keep in mind, no matter how high a number you set, there is
always a chance that some command(s) will be thrown away as if never
entered. It's a poor design.
