What I meant was that 

    XL3'1234567'

should generate an warning message no matter how it is used, as part of a
DC/DS or as a literal reference - since X'1234567' cannot fit in three bytes.

It is quite valid for the source literal field be of a different length, so
that 

       MVC   THREEBYTES,=CL100' '
       MVC   HUNDREDBYTES,=CL100' '

can use the same literal.
