The condition was caused by the bottom part of the controller/tape unit being powered off. Naive me thought that when one recycled the power on a tape unit like that all components and sub-components would come up.
Time + $$ consumed on this was ridiculous. Two senior level sysprogs fighting messages. 1 hardware engineer talking us through a service element diagnosis for over an hour, and then finally coming to the site.
