No, I don't really. Production Control has control over that. We can
advise, but not control. We do not have that authority. I cannot set
USERMAX for TSO such that anybody would exceed it. I must support the
situation in which all TSO users demand to be logged in concurrently. We
just have part (most?) of the responsibility. I don't even have a lot of
control over the WLM definations. Oh, technically I do. But I am told,
in general, what needs to get "priority" over other things.

Having said that, my two cents' worth: management should be concerned
with whether the business workload is getting done in a timely manner.
The details of tuning the system to meet that goal should be in your
hands. Having management "micromanage" at any more detailed level is
very seldom, if ever, a good thing. Getting to that point can be very
frustrating, but once you get there, you'll find that the detailed
tuning decisions can be perhaps easier. Have you considered "Capacity on
Demand"?? The cost might be justifiable before a CPU upgrade.
