Time was when ACTS counseled against using such a high speed modem
because buffering and DSP introduce unpredictable latencies.
Simpler is Better.  At that time, they also documented that the OTM
was correct at the center of (I forget which) bit in the OTM character.
I no longer see such text in the ACTS doc.  Perhaps it remains in
the help text that ACTS supplies on command.
