The IDC11367I message is telling you the VVCR of the VVDS contains a
reference to catalog: CATALOG.IU.VGPA144.  However, when the VVDS was
scanned, no datasets for that catalog were found to be on the volume.

Should you want to remove this entry from the VVCR of the VVDS, you can
perform an IDCAMS DELETE SYS1.VVDS.Vvolser NOSCRATCH CAT(bcs.name).  If the
SYS1.VVDS Vvolser entry is missing from the BCS, you must first DEFINE
SYS1.VVDS.Vvolser RECATALOG first.

 From the IDC2917I message I will guess that your security administrator 
needs to define the FACILITY profile STGADMIN.IDC.DIAGNOSE.VVDS and give 
you authority to it.
