I can't speak to LLA, but VLF has been patented. I didn't think LLA
existed in any form until MVS/XA.

One of my first assignments in MVS (MVS 3.8 on 370-168 MP) was to implement Dynamic BLDL, an LLA-like facility from the CBT tape. It's currently part of CBT file 077. Close enough? Here's the description:

A must for pre-XA MVS systems. This program
eliminates the need for a fixed IEABLDnn list,
and instead creates a dynamic BLDL list table,
which gets updated with the most frequently
used programs.
