When you issue a RESERVE you get an immediate ENQ with SYSTEMS scope,
and (once the ENQ is granted, I believe) the bit turned on in the UCB
that will cause the system to add a CCW to set device allegiance so only
that system can access the device until you release the RESERVE.
RNL processing can affect exactly what happens, of course.
