I don't think that is a good characterization of the difference between a
global SRB and a local SRB.

Every SRB regardless of type has a specific address space in which it is
given control.
For the most part global vs local is a question of priority.

It is true that a global SRB does not rely on the priority of its address
space to determine when it will be selected.
