Tried something similar for a while and finally just gave up. The two locations were always different enough to make life, well, interesting. And then we replaced one box where the IODF's were not even compatible.
So, I just run them as two different machines, each with their own unique IOCDS. I maintain all of the IOCDS/ from a single 'anchor' LPAR and ship them around as needed. That volume is replicated at DR, so I use a naming scheme and IPL parms to match the correct IODF to the target LPAR. SYS1.IPLPARM LOAD00, LOAD01, LOAD02, and LOAD03 are for the home base box, and LOAD10, LOAD11, LOAD12, and LOAD13 for DR machine 1. When I am positioning for a new box, I simply use the next decade: LOAD2x. We use a 'rescue' LPAR to load the IOCDS on the DR machine and to make the minor tweaks before the first IPL. Our normal script calls for using the 'rescue' LPAR to modify the IP addresses and to cold start JES. We use a lot of static IP addresses, but we use a combination of DNS and VIPA to 'soften' the addresses the users see. We have no native VTAM to speak of. However, I am not clear how IODF/IOCDS issues impact your network.
