This is consistent with the JCL Reference manual. The "old" release on
which the above comment is based is z/OS 1.5. Perhaps omitting the
STEPNAME was a "bug" that got "fixed"?
I would start by asking the tester to run the same job on your z/OS R5
system to prove that it really works there. I've seen many occasions
where someone said "we used to be able to do X" but they've
misremembered exactly how things worked. Since you have both systems
available, seeing it work on the old system is a good starting point.
