I just tested in my 1.2 system and it does not work the way your tester said. I 
was
able to restart only specifying STEPNAME.PROCSTEPNAME even if the proc in 
question
has only one step. The closer thing I remember about proc stepnames is that if 
you
want to pass OVERRIDE DD statements to the first step of the proc you don't 
need to
qualify with the procstepname, but it has nothing to do with restart.
