The health check is okay in case someone has disabled it, but writing a health check isn't the best way to deal with something like this. Not everyone runs Health Checker. Some of the things HC reports on and recommends aren't black and white so I can see using HC to only recommend a change but this doesn't appear that way to me. There are no happy values to play with. This isn't one of those legacy defaults that will break things if changed. No reason a PTF can't be created with a ++ACTION hold that changes the default if it is important enough to write a health check for.
