The post I am commenting on here appeared only in Google Groups - or I very
carelessly deleted it.

Glad to see that you got it working.
I went back and checked, we originally pre-defined both the PU and the CP
name in VTAM. Not sure why we did this, but we did. Later on we stopped
pre-defining the CPs.
Although you can have the CP name be the same as a local LU, we had some
type of issue when we tried this. Can't remember what it was, it's been a
few years and we no longer use APPN to the desktops.

Presumably you are talking about defining the CPs - which must have had
names different from that used for the PU - see my post to Johnny - as
CDRSCs. You would have done this only where LEN connections were involved,
since it would be unnecessary with APPN - although folk who invested a lot
in LEN definitions may not always have appreciated how much could be thrown
away when APPN was introduced.
There is a VTAM start option CPCDRSC which allows the CP on the far side of
a LEN connection to be defined automatically as a CDRSC at the time the
connection is made based on the presence of the CP name in the format 3 XID.
The default is NO and it may be that, when this start option appeared and
you appreciated what it did, you coded CPCDRSC=YES and you stopped
predefining CDRSCs for adjacent node CPs.
CPCDRSC is relevant only in the case of LEN connections. It is, in effect,
assumed in order that CP-CP sessions can be established without excessive
CDRSC definitions in the case of APPN connections.
Regarding using the CP LU as an application LU, some folk may have been
nervous over this because it seemed like there may be a resource usage
issue. In fact there isn't when you appreciate that an LU name is just a
device - a means - for the operation of protocols. If you want to examine
activity related to any particular application, you need only ensure that
you use a different mode name for each application.
