The answer is "Big Blue (IBM)" has kinda done it on the mainframe. Back in 
a previous prior life working in a US Government agency, they replaced a 
simple Chargeback focused product with a DB2 based system and the answer 
was DPAM from IBM Sweden. It has evolved into what is today IBM Tivoli 
Decision Support" with all kinds of features for doing different things. 
Imagine SMF/SAS/MICS replaced by SMF/DB2/TDSS. So my little Chargeback 
system evolved into a big giant since it also took over the functions of 
Killer-MICS (System Performance) and my cheap, simple Chargeback system 
(MICS Chargeback failed 3 years prior and also 5 years prior). Then they 
had to buy the SQL reporting tools, write all the code, etc. So it can be 
done. Depending on what you want out of the SAS/MICS or DB2/TDSS, it takes 
resources. The startegy is interestng and sounds like a product which 
should be in the market place running on some $1K PC.
