If you have those users: yes, period. More in general: your aux storage should be able to handle (almost) all the virtual storage that your ASIDs can accumulate, in case most of real storage must be emptied e.g. for a large dump. Via IEFUSI you can control how much each ASID can get and you can control how many ASIDs you allow, so basically you have things under control. If you give away control and let every user allocate many and large chunks of virtual storage, things have run out of control. Keep control of your system all the time. Don't allow 1 ASID to bring your system to its knees, specially not an ASID as unpredictable as a TSO user.
