Response to Peter Relson's post: "I would guess that your steplib consists of multiple data sets" Nope. Only one library in the STEPLIB concatentation.
"Then, assuming that "A" was linkedited with AC=3D1, "A" gets control APF-authorized, and cannot load from an unauthorized steplib and thus finds "B" in the (authorized) LNKLST rather than "B'" in the unauthorized steplib." No, again. I specifically authorized the STEPLIB data set with the 'SETPROG APF,ADD' command. Further, I even supplied UNIT & VOLSER for the STEPLIB data set.
