The ability to rename an "in use" dataset was intended to work around the case where two copies with the same name exist and you want to update the unused copy. It was never intended to rename the copy being used.
The feature is activated by the existence of a particular profile in the FACILITY class. I believe it is described in the DFP Advanced Services manual. You would need to be PERMITTED to the profile.
