My experience has been for 10+ years (if not longer) is that we mainframers
cannot get the education for learning a lot of those new-fangled things.
Education budgets are always among the first to be cut when the bean
counters come a-callin'.  I can't recall the last time I put in for an
education item early in a budget cycle and it was still around when I'd like
to use it.  So we either have to learn it on the clock, which is very
difficult because of "performs other duties as assigned", or we have to
learn it in time off of work (and who has that?), and we can't use corporate
resources for non-work related purposes, and there is no other resource
where we can easily learn MF items on our own.

Oh, well, just another case of "human resources" versus "employee
relations"...
