IEABRC converts based branches to relative branches. Thus, it
affects only *some* of the IBM macros with addressability issues
rendering it a partial solution at best.
A much better solution is for IBM to fix the Macros so they generate
the Jump (and BASR not BALR) commands when needed. There is a set of
Global Switches that control macro expansion - Make use of them to
say that JUMP not BRANCH instructions are to be used.
