only the IMS DB/DC regions have the WTOR, and it does not appear to be configurable. We have a couple dozen regions, none with the PARM=(CTL... My ignorance of IMS has been put on display to the world. Luckily it's not a unique experience for me. :-) Sorry to have gotten anybody's hopes up.
