I don't think anyone really believes they are intentionally killing the market, but there is very real cause for concern. The issue is economics. The entire market for mainframes has shrunk drastically over the last few years and if you were to look at a graph of the distribution of customers and meaningless indications of speed thingies, you would find them overwhelmingly weighted toward the high end. Smaller number of customers and smaller number of choices (both software and hardware) means inevitable high prices and sooner or later, market death. Killing off the smaller ISVs - even unintentionally - is a big step on the road to killing off the ecosystem that sustains the platform. QED.
